The contractor shall provide all labor, material, equipment, fuel, etc and possess the capability to perform the following: residue inspection and demil (including documentation), proper handling of materials regulated under the Resource Conservation and Recovery Act (RCRA) or considered to be low level radioactive waste (LLRW), transfer of RCRA-regulated materials or LLRW to the appropriate installation program for Government disposition, and transfer of processed range residue to either recycling centers or landfills in accordance with the statement of work. The contractor shall also provide a third-party quality assurance expert (3rd party QA) to provide final certification of all materials prior to release from DoD [JCW1] control.
