This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and in accordance with procedures described in FAR part 13.1., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation is attached to this posting. The solicitation number for this procurement is FA480323Q0001 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2023-04, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20230609 and Air Force Acquisition Circular (AFAC) 2023-0508. For informational purposes the North American Industry Classification System code is 532210 Consumer Electronics and Appliances Rental. This acquisition is set-aside 100% Small Business. This is firm-fixed price procurement and will be procured using commercial item procedures and award selection will be made resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation’s evaluation factors (1) Technical, (2) Past Performance, and (3) Price which are in accordance with the instructions herein 52.212-2 Evaluation—Commercial Products and Commercial Services found in the written solicitation.` *Note: Please see the attached written Solicitation (Standard Form 1449) with attachments ((1) Past Performance Questionnaire, (2) Performance Work Statement (PWS)). Description: Base Year Lease and Maintenance Contract for Commercial Grade Washers, Dryers, and Washer/Dryer Combos. Contractor shall provide all management, tools, supplies, equipment and labor necessary to furnish, install and maintain Washers, Dryers, and Washer/Dryer Combos in accordance with the Performance Work Statement (PWS) and Appendix B attached to PWS. All equipment must be Federal Energy Conservation Compliant I.A.W. FAR 23.203. Quantity of each commercial grade washers and dryers and washer/dryer combos are listed in Appendix B of the PWS. Period of Performance (PoP) 1 October 2023 – 30 September 2028. This requirement is 100% Small Business Set-Aside. Facsimile and electronic mail quotes will be accepted. Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. Late offers: Request for Proposals or modification of proposals received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be handled in accordance with FAR 52.212-1(f). The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors— Commercial Products and Commercial Services (Mar 2023). The RFP should be submitted and shall contain the following information: RFP number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Evaluation/Award: IAW FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021), the Government will award a purchase order resulting from this solicitation once an evaluation has been accomplished. IAW FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998), the full text of a clause may be accessed electronically at: https://www.acquisition.gov/. Contractors are required to complete FAR 52.204-8 Annual Representations and Certifications (Mar 2023). The Ombudsman clause states final resolutions for this acquisition if one cannot be reached with the contracting officer will be made at the MAJCOM level. * 52.232-18, Availability of Funds (Apr 1984) - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
