Anticipated award to be a Firmed Fixed Price Contract. Proposal contract is for a basic period of one (1) year and four (4) one-year option periods with an anticipated start date of 31 December 2022. This acquisition will be solicited as 100% 8(a) Set Aside. This will be a Lowest Price Technically Acceptable (LPTA) acquisition. The North American Industry Classification System (NAICS) code is 561110 with a size standard of $11M. This requirement will be solicited under FAR Part 12 and Part 15 utilizing commercial acquisition procedures. The contractor shall provide all management, equipment, tools, materials, vehicles, labor, and all other items and services necessary to operate, provide non-personal services to operate function of the Ninth Air Force (Air Forces Central) Decoration Processing Unit (UDPU). This function shall be the single manager of Air Force contingency and deployed decorations for the US Central Command (USCENTCOM) area of responsibility (AOR). The mission of the UDPU is to provide quality personnel support, through the administration of a contingency decorations program, to commanders, Air Force members (military/civilian), their family members, and retirees. This function serves as the focal point for individual decoration and unit award actions for any named contingency operations, present and future, as well as past operations for which the section has had responsibility in the USCENTCOM AOR. All prospective offerors must be registered in the System for Award Management in order to transact business with the Department of Defense (DoD). Registration may be accomplished at http://www.sam.gov/. The closing date and time for submission of offers will be contained within the solicitation package. Any interested 8(a) business may submit a proposal which will be considered by this organization. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation cost. The Government reserves the right to cancel the solicitation either before or after the solicitation closing date. The response shall consist of a signed and completed SF 1449 and any 1449 amendments or revisions, and a copy for each required document (with signature where a signature is applicable). The offeror shall submit the completed proposal, to include all documents identified within the solicitation, and all amendments and representations and certifications. The solicitation must be signed and received No Later Than 2:00 pm Eastern Daylight Time (EDT) on 28 September 2022.

The 20th Contracting Squadron is seeking information concerning the availability of capable contractors to provide non-personal services to operate an Awards and Decoration Processing unit (UDPU). The UDPU single manager of Air Force contingency/deployed decorations for the United States Central Command (USCENTCOM) area of responsibility (AOR). The mission of the DPU is to provide quality personnel support, through the administration of a contingency decorations program, to commanders, Air Force members (military/civilian), their family members, and retirees. This section serves as the focal point for individual decoration and unit award actions for past, present and future contingency operations in the USCENTCOM AOR. The applicable NAICS code for this service is 561110, Office Administrative Services. The purpose of this sources sought is to gain knowledge of potential qualified sources, collect pertinent information on those businesses that are experienced in providing same or similar services, and attain vendors size classification 8(a) relative to North American Industry Classification (NAICS) 561110. The participation of 8(a) firms are highly encouraged to participate if technically capable. It is anticipated that the contract performance period will include a base period of one (1) year and four (4) one-year option periods exercised at the unilateral right of the government. Any formal solicitation that may result from this sources sought synopsis will be announced separately. The Air Force is only interested at this point in identifying interested and capable contractors for these services, as such, parties interested in this synopsis should read all attached documents and follow the below instruction to potential Offerers. Instructions for Potential Offerers: Please review this entire sources sought synopsis and all attached documents. If you are an interested party, please respond by completing a Capabilities Package and submit your Capabilities Package as a single PDF No Later Than (NLT) 27 June 2022 at 10:00 to the points of contact as outlined in paragraph 3 of these instructions to offers.
