The 20th Contracting Squadron at Shaw AFB has a requirement for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. The government anticipates the SABER will be a Firm-Fixed Price (FFP), single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The applicable North American Industry Classification System (NAICS) Code is 236220; the Size Standard is $39,500,000. The proposed contract will include a broad range of maintenance, repair, alteration and/or new construction work for real property assets at Shaw AFB, SC. The primary goal of the SABER contract is swift acquisition of engineering requirements where Contractor responsiveness is paramount. Once the Contracting Officer notifies the Contractor of an existing requirement, the Contractor shall expeditiously prepare a proposal. During the contract period, the Government will identify required construction projects, often-utilizing unit pricing (RS Means Unit Price book), profit coefficients to account for regional adjustments, indirect costs, profits, and all other expenses, and little to any pre-furnished design drawings from the Government. Types of projects include, but are not limited to new construction, and interior/exterior remodeling/renovation/repairs. Project disciplines may include, but not be limited to, one or more of the following: civil, structural, architectural, mechanical, plumbing, communications, intrusion/detection, audio/visual systems, and electrical disciplines, asphalt and concrete pavements, masonry, various roofing systems, landscaping, environmental, power and heat generation, etc. Historical data shows most task orders will range between $2K and $500K. There could be a potential of up to $1M in a single task order. See attached Draft Statement of Work for details. The successful contractor will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual projects to receive task orders and provide other management services related to accomplishing individual projects. The estimated program range is still under consideration. At this point, it is roughly anticipated to range between $37.5M and $50M over a five -year ordering period. The solicitation may be open to firms located in all regions nationwide; based on the outcome of this sources sought notice, it may be determined to be in the best interest of the Government to restrict competition to a particular geographical region.
