This presolicitation notice is an announcement of a requirement for Flooring Installation Service as defined in the Performance Work Statement (PWS) at Holloman AFB, NM 88330. Description of Work: The contractor will install carpet and LVP flooring, utilizing the Air Force's mandatory use Carpet II program. The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to perform the service. All work shall be done in accordance with Performance Work Statement (PWS), which will be posted with the published solicitation. Period of Performance (POP): The POP is for a base year of 31 Aug 2023 - 30 Aug 2024, and four option years. Important Notices: This acquisition will be competitively set-aside for eligible Small Business (SB) concerns. A SB will be considered under North American Classification System (NAICS) code 238330 with a size standard of $19M. All offerors must be registerred in the System for Award Management (SAM). This contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ). IDIQ contracts are used when the government can't determine, above a specified minimum, the precise quantities of supplies or services that will be required during the contract period. Amendment 05, 14 Feburary 2023 The previous combined synopsis solicitation correctly extended the due dates for quotes to 15 February 2023, however the due date in this SAM posting was accidentally not updated in the amendment process. Therefore, the due dates are extended to 20 February 2023. ---- Amendment 04, 10 Feburary 2023: Customer has stated that industrial steam cleaning is preferred, in addition to this carpet was installed 5 years ago. Second floor of Bldg 29 was cleaned Nov 2021, tile has only been cleaned via weekly mopping. ---- Amendment 03, 8 Feburary 2023: Floor plans with detailed locations to be cleaned and photos referenced in Amendment 02 posted. ---- Amendment 02, 7 Feburary 2023: Site visit minutes posted will additional information and photos from the site visit.
