UPDATE NOTICE: Amendment 0001: incorporates a virtual site visit, as Attachment 5; incorporates SPRS instructions, as attachment 6; and updates FAR 52.212-1, Instruction to Offerors to include an acknowledgement of the amendment. This is a combined synopsis/solicitation (COMBO) for Aircraft Sun Shade Sustainment Services on Holloman AFB. Offerors should thoroughly review the attachment, 21Q0011 COMBO Sun Shade MX, in its entirety, especially Instructions to Offerors and all other attachments before submitting quotations which are due on 19 July 2021 at 4:00 pm MST. FAR Clause 52.237-1, Site Visit has been included in this COMBO. If contractors wish to request a site visit , it should be submitted by the deadline for questions concerning this notice. Questions (and site visit requests should be submitted to the Government points of contact no later than 4:00 P.M. (MST) on 12 July 2021. ANTICIPATED AWARD: firm fixed price (FFP), one (1) year base period, 17 September 2021 - 16 September 2022, with four (4) one-year option periods. If all options are exercised, the period of performance (PoP) is expected to be 17 September 2021 - 17 September 2026. DESCRIPTION OF WORK: The Contractor shall provide equipment, personnel, and labor to semi-annually (twice a year) inspect, maintain, and repair identified discrepancies for five existing aircraft sunshades (all within one bay) on Holloman AFB. This will include but is not limited to: structure, metal roofing, lights, electric, bird nesting mitigation, lightning protection, obstruction lighting, safety reflective devices, fall protection, and any other unique attached features as applicable. At a minimum, the Contractor shall inspect for, report, document, and repair identified discrepancies to include: inherent structural weakness; corrosion; improper installation; design defect; electrical defect; weather or turbulence related damage; improper use; destruction; signs or evidence of electrical, structural or mechanical failure; severed item; evidence of stress, buckling, fatigue, etc.; missing hardware; loose hardware; wildlife intrusion; and/or other discrepancies not listed above. IMPORTANT NOTICES: This acquisition is a total Small Business (SB) set aside. An SB will be considered small under North American Classification System (NAICS) code 541350 with a size standard of $8M. OTHER DETAILS: Holloman AFB is located about 9 miles west of Alamogordo, New Mexico on Highway 70/82; 90 miles north of El Paso, Texas, and 60 miles east of Las Cruces, New Mexico. Holloman AFB resides in Otero County.
