Also notice NEW primary POC within. The contractor shall provide all management, tools, supplies, equipment (other than those listed in Section 3 of the PWS [to be posted with solicitation]) and labor necessary to ensure that wastewater treatment plant (WWTP) services are performed at Holloman Air Force Base (HAFB) in accordance with all local, state of New Mexico, and Federal laws. WWTP operations shall be conducted in order to provide continuous, cost effective, and efficient treatment of all wastewater delivered to the plant. The plant will operate 24 hours a day, 7 days a week. Such operations shall include general operation of plant equipment, valves and piping, sampling and lab analyses, waste and effluent disposal, and other related services. All operations shall be accomplished in accordance with the treatment plant operations manuals where applicable. Plant operations and effluent discharge practices shall comply with all applicable federal, state, and local regulatory standards.
