This presolicitation notice is an announcement of Management of Unaccompanied Housing (UH), Furnishings Management Section (FMS) and Housing Referral Office (HRO). An ensuing solicitation will be posted in November. From the day the Request for Proposal (RFP) is posted, it is anticipated that potential offerors will be provided an opportunity for a site visit, with time to send in any follow-up questions after the site visit, proposals will be due within 30 days of the RFP posting. ANTICIPATED AWARD: firm fixed price (FFP), one (1) year base period, 1 April 2021 - 31 March 2022, with four (4) one-year option periods. If all options are exercised, the period of performance (PoP) is expected to be 1 April 2021 - 31 March 2026. DESCRIPTION OF WORK: Base Wide Management of Unaccompanied Housing (UH), Furnishings Management Section (FMS), and Housing Referral Office (HRO) at Holloman AFB, NM. This is a follow-on requirement requiring the management of all furnishings and appliances associated with housing for UH, Fire Department (if required by the Fire Chief), and Lodging (appliances only). UH is 37% of the requirement. Contractor shall provide all equipment, tools supplies, materials, supervision, vehicles, forklifts, dollies and any other items and services necessary to perform all tasks associated with the management of UH. Duties include, but aren't limited to the assignment, occupancy, and termination of UH residents to include real property assets and processing of all necessary allowance stops and starts; prepare reports, work with higher management, use Enterprise Military Housing (eMH) and Common Access Card enabled, web-bases automated system for privatized family housing, unaccompanied housing, general officer housing, and furnishing operations management; submit semi-annual utilization reports through eMH for MAJCOMs to review; and maintain direct relationship with Airman Dorm Leader (ADL). This requirement encompasses the management of approximately 13 dormitories consisting of 775 rooms and 2 training dormitories consisting of 118 rooms. FMS is 31% of the requirement. The contractor shall provide all personnel, equipment, tools, supplies, materials, supervision, vehicles, forklifts, dollies and any other items and services necessary to perform all tasks associated with FMS IAW AFI 32-6000. Contractor shall manage all furnishing and appliances associated with UH, Lodging, and CES including the Fire Dept, and other work centers. Contractor is responsible for, but not limited to: receives, issues, stores and delivers (by contractor personnel or by contractual agreement) all government owned or purchased furnishings and appliances, including supplies; required to install and remove all furnishings and appliances, including notifying residents; ensure all serialized and non-serialized assets are barcoded and captured in eMH. HRO is 27% of the requirement. Contractor duties include providing all required documentation that is requested by HMO to satisfy higher headquarter needs for privatized housing data, accepting lists of houses, apartments, housing projects or information from realtor's in the area, counseling incoming members, and allowing rental or sale listings to be posted on installation bulletin boards. The contractor will act as the facility manager for all UH facilities, implement all policies and procedures approved by the Installation Commander, ensure customers are afforded complete housing referral services. The other 5% is for reimbursables, materials, parts and appliances, and travel training. The contractor will have a Government-furnished on-site location to conduct the requirements of this contract.
