This presolicitation notice is an announcement of a requirement for Exhauster System Cleaning Services as defined in the Performance Work Statement (PWS) at Holloman AFB NM 88330. DESCRIPTION OF WORK: The contractor will furnish personnel, equipment, facilities, supplies, services, and materials, to clean the exhauster systems and affiliated ductwork. All work shall comply with all applicable standards set forth by the National Fire Protection Agency (NFPA) and International Kitchen Exhaust Cleaning Association (IKECA). Exhaust system clean consists of complete removal or all accumulation of grease, chemical coatings, dirt, grime and similar desposits from hoods, grease removal devices, fans, ducts, and other interior and exterior areas of the exhauster and associated ductwork which includes baffles, blowers and blower housing assemblies. The Contractor shall comply with all Occupational Safety and Health Act (OSHA) Standards and NFPA 96, Section 11.4 to provide positive cleaning and to achieve the removal of deposited cooking by-product from the interior and exterior of the exhaust system. The Contractor shall adhere to all applicable standards including, but not limited to, the latest edition of NFPA 96, IKECA and OSHA standards. PERIOD OF PERFORMANCE (POP): The POP is for a base year of 1 October 2019 to 30 September 2020, and four option years. IMPORTANT NOTICES: This acquisition will be competitively set-aside for Small Business (SB) concerns. A SB will be considered small under North American Classification System (NAICS) code 561210 with a size standard of $38.5M. All offerors must be registered in the System for Acquisition Management (SAM) which is a Government owned and operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA) and the Excluded Parties Listing System (EPLS) at the website: https://www.sam.gov/SAM. The Air Force 49th Civil Engineering Squadron and the 49th Contracting Squadron (49 CONS) are currently seeking sources for a service requirement for Exhauster System Cleaning Services at Holloman AFB, (HAFB) NM. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict 49 CONS to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the 49 CONS to determine potential sources capable of fulfilling all requirements associated with Exhauster System Cleaning services on HAFB. REQUIREMENT: The contractor shall furnish all labor, materials, supplies, and equipment required to clean the exhauster systems and affiliated ductwork. All cleaning shall be performed in a professional manner and shall comply with all applicable standards as set forth by the National Fire Protection Association (NFPA) and International Kitchen Exhaust Cleaning Association (IKECA). Currently there are approximately 29 exhaust systems in 13 buildings requiring either monthly, bi-monthly (every 2 months) or semi-annually (every 6 months). The government reserves the right to increase or decrease maintenance frequencies or add and remove units from the cleaning schedule, provided that it has been approved by the Base Fire Inspector, and properly coordinated through the Contracting Officer. Positive cleaning methods shall include but not be limited to the following processes or a combination thereof: - Manual removal of solidified, semi-solidified or liquid cooking by-product. - Low pressure application of United States Department of Agriculture (USDA) or facility approved detergents. - Wash/rinse processes utilizing high pressure hot water cleaning. - Wash/rinse processes utilizing saturated steam cleaning. - Bioremediation. At the close of cleaning operations exhaust blowers shall be restarted, all access doors utilized during cleaning shall be replaced and fastened, dampers positioned for proper exhaust airflow and electrical switches and system components returned to operable state. Resultant debris generated during the cleaning operations will be properly cleaned up and placed into the appropriate job site refuse container. A Certificate of Performance label will be affixed to each hood. The label must be visible and outdated labels removed. Firms responding to this sources sought notice are also requested to provide the 49 CONS with capability statements, which need to include at a minimum: -Company Name -Point of Contact Name, Title and Number -Registered in System for Award Management -Performed services under NAICS Code: 561790 (yes or no) -Business Status (8(a), Small, Hubzone, Woman-owned, etc.) -Commercial and Government Entity (CAGE) Code -Capabilities statement should be submitted via e-mail to BOTH PoCs listed within this announcement no later than 4:00 p.m. mountain standard time (MST) on Tuesday, 09 April 2019.
