The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base Langley-Eustis in a manner that will ensure habitat management IAW the JBLE BASH plan, promote the growth of healthy grass, trees, shrubs, and plants, and present a clean, neat, and professional appearance. Grounds Maintenance contract is a performance-based contract performed on Langley AFB (LAFB) and Ft Eustis (FE) are geographical separated by 17 miles. Base maps of areas maintained are provided in Appendix A, Area Maps and Site Plans. JBLE-Eustis consists of approximately 570 acres of improved grounds, 268 acres of semi-improved grounds, and 106 acres of airfield grounds, 550,100 linear feet of edging and other various areas that require service. JBLE-Langley consists of approximately 392 acres of improved grounds, 90 acres of semi-improved grounds, 764 acres of airfield grounds, 614,450 linear feet of edging and other various areas that require service.Offerors shall include SrA Sydney Hager (sydney.hager@us.af.mil) and Mr. Matthew Gregg (matthew.gregg.3@us.af.mil) on all correspondence regarding the subject soliciation.

The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base Langley-Eustis in a manner that will ensure habitat management IAW the JBLE BASH plan, promote the growth of healthy grass, trees, shrubs, and plants, and present a clean, neat, and professional appearance. The government will issue the request for proposal, the performance work statment and applicable wage determination on or about 12 February 2025. This requirement is set-aside for small business against the NAICS 561730 and will include a base year and two option years.
