THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This is a Sources Sought announcement seeking Small Business responses in order to determine possible Small Business participation in the anticipated acquisition. The 633d Contracting Squadron (633 CONS) intends to obtain non-personal services for Test Administrator and Computer/Technical Support Services located at Joint Base Langley-Eustis, Langley Air Force Base Virginia. The applicable North American Industry Classification System (NAICS) for this requirement is 611710 Educational Support Services with a corresponding size standard of $15M. Interested parties must be registered under NAICS 611710 in SAM (System for Award Management) at www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought Notice. The contractor shall provide all personnel, supervision, and management necessary to perform non-personal services for Test Administrator and Computer/Technical Support Services in support of the Joint Base Langley-Eustis (JBLE) Base Training and Education Center (BTEC), Langley Air Force Base (LAFB) division. The BTEC offers voluntary off-duty education programs to base military personnel, military dependents and civilian personnel to include administrative duties as assigned for Test Administrator and Computer/Technical Support Services in accordance with (IAW) all regulations, directives and instructions within the Department of Defense (DoD) and the United States Air Force (USAF). SEE ATTACHED DRAFT PWS AND ATTACHMENTS FOR MORE DETAILED DESCRIPTION OF REQUIREMENT. Performance will consist of one (1) Base Year, and four (4) one-year options. The Government anticipates making award in September 2020. The Request for Quote (RFQ) release date is to be determined. Please note: It is the responsibility of the interested parties to monitor the Federal Business Opportunity website at https://fbohome.sam.gov/ for all subsequent postings. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. The incumbent Test Administrator and Computer/Technical Support Services contract was awarded under as a 100% Small Business Set-Aside. The Government is seeking industry input to determine if there are adequate Small Business concerns, to include Joint Ventures that are capable of performing the follow-on requirement. This is not a formal Request for Quotes (RFQ), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package (limited to no more than 10 pages total) outlining your company’s key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 1.
