The project is located at Langley Air Force Base in Hampton, VA. This project will consist of installation of a new 22 kilovolt (KV) 3 phase, primary distribution circuit from an existing 25 KV switch located at the Shellbank substation. This new 22 KV circuit will replace an old and deteriorated 5 KV overhead/underground circuit currently serving 44 buildings. The majority of the existing 5 KV circuit is overhead and will be removed in its entirety. Existing poles to remain due to other utilities shall have existing crossarms, hardware, insulators, arresters, cutouts, transformers, etc., and equipment removed complete. The new 22 KV circuit will provide a loop; from the Shellbank substation heading west and down towards the LaSalle gate, and across Basswood Road to Facility 90, and routed North back to a new switch at the Shellbank substation. The Government will evaluate bids in response to the solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be the most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.
