The 633d Contracting Squadron, langley AFB, Virginia is seeking the interest of potential and eligible contractors for a study on Climate Change. This is a Sources Sought announcement; a market survey for written information only. This market survey is being conducted to identify potential sources interested in providing work which will provide questions related to past, present and future decision concerning built and natural infrasturcture where there is vulnerability to the effects of climate change including significant storms and/or sea level rise. The work will include: Identify vulnerabilities in the built and natural infrastructure to increased frequency of flooding due to significant storms and sea level rise relative to the year 2000. (What is at risk?) Catalogue decisions to address the impacts of climate change since 2010. Evaluate the consideration and importance of resiliency and adaptation in those decisions. Calculate the realized cost of climate change related damages to Langley AFB since 2010. (What has been done and what did it cost?) Explore potential future impact to built and natural infrastructure under varying scenarios using government approved forecasting tools. (What happens when...?) Evaluate alternatives across Systems, Agents, and Institutions. (How can we holistically address it?) Estimate triple bottom line (TBL) cost of alternatives implementation. (Where is the biggest bang for the buck?) High-Level data will be required including forensic chemistry, chemometric analysis, bathymetric, remote sensing and geostatistical methodologies.
