The 28th Contracting Squadron, Ellsworth AFB, South Dakota, has issued this solicitation, FA469024Q0003, to compete and award a single award Firm Fixed Price (FFP) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 13-Simplified Acquisition Procedures for the 28th Force Support Squadron (FSS) Smart Package Lockers requirement. See Attachment 1, Salient Characteristics – Smart Lockers, dated 30 November 2023, for more information. This will be a 100% Small Business set aside solicited under North American Industry Classification System (NAICS) Code 337215 with a size standard of 500 employees. To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations. Attached to this Solicitation Notice is the Standard Form 1449 Solicitation and Attachment 1 - Salient Characteristics – Smart Lockers dated 30 November 2023. All questions and comments on this solicitation must be submitted in writing to jonathan.allen.36@us.af.mil and jason.wright.30@us.af.mil no later than 11 December 2023 by 4:00pm MDT. Please title all emails with questions with the following subject line: “FA469024Q0003 – Solicitation - Smart Package Lockers”. Questions will be answered only via posting of an amendment to this solicitation on www.sam.gov. All interested and responsible entities are invited to submit a quote that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota. The award will be based on the criteria established in the solicitation. Vendor quotes and all items required are listed within the Addendum to 52.212-1, Instruction to Offerors, and are due to be submitted not later than 5 January 2024 by 4:00pm MDT to jonathan.allen.36@us.af.mil and jason.wright@us.af.mil. Please title all submissions with the following subject line: “Quote FA469024Q0003 – Solicitation - Smart Package Lockers.” Small Business contractors submitting a quote must have and list within the quote the vendors assigned Cage and be registered and ACTIVE in the System of Award Management (SAM) at www.sam.gov to receive an award for this procurement.
