This is a solicitation notice for base wide paving repair, replacement, and minor construction of pavements including roads, housing area streets, parking lots, and airfield pavements at Ellsworth AFB. The solicitation will result in one firm-fixed price requirements type contract. This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 237310 with a size standard of $39,500,000.00 in annual revenue. The contractor shall provide all personnel, equipment, transportation, and supplies to performing base-wide paving repair, replacement, and minor construction of pavements including roads, housing area streets, parking lots, and airfield pavements at Ellsworth AFB. The specific description of work will be identified in each individual task order. All work shall be performed in accordance with all applicable federal, state, and local rules/laws, to achieve and maintain economical, safe, sanitary, operational and undeteriorated conditions. The proposed contract award date is 1 May 2022 and the proposed contract start date is 10 May 2022. Contractors submitting a proposal must have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dunn & Bradstreet. The contracting office for this requirement is the 28th Contracting Squadron, 1000 Ellsworth Street, Suite 1200, Ellsworth AFB, SD 57706. Add FAR Clause 52.211-18, Variation in Estimated Quantity. 3. Add "South Dakota Army Guard Sites in Rapid City, South Dakota" to solicitation description. 4. Add Attch 12-Paving IDIQ Site Visit Minutes, dated 24 Aug 2021. **This solicitation has been amended to include the following changes: 1. Add DFARS Clause 252.223-7999-Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009). 2. The due date for offers is extended to 3:00 pm local time on 28 Oct 2021. 3. If the inclusion of this clause results in a change to your proposal, submit all changes by the new due date for offers. You do not need to re-submit proposal material that was previously submitted. 4. If your proposal stands as originally submitted, return this form with blocks 15a. b. and c. completed by the new due date for offers. Failure to submit this form will render any previously submitted proposal invalid and ineligible for award.
