This solicitation is set aside for small business concerns only. IAW 52.232-18 Availability of Funds Applies; No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall provide all components necessary to fulfil the requirement listed in accordance with the Performance Work Statement (PWS), as well as all attachments. Additionally, the contractor shall provide all labor, tools, equipment, transportation, and personnel necessary for the installation of all required items There will be a site visit held at 10:00am MDT on Tuesday, 31 August 2021, arrive between 9:00-10:00 to obtain entry pass.. Attendance of the site visit is highly encouraged. Contractors who require visitor’s passes shall submit them via email to daniel.stilts@us.af.mil no later than 2:00pm MDT on Friday, 27 August 2021. Requests must include Name, DOB, Driver License Number and State of Issue. Note: identification that is conformant to the Real ID Act will be required. See https://www.dhs.gov/real-id for further details. All offerors must maintain a current registration in BetaSAM.gov in order to submit a proposal, receive an award and receive payment. All offerors must certify compliance with FAR Provision 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Oct 2020) and FAR Clause 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2020) to be eligible for award. ADDENDUM TO FAR 52.212-1 – PROPOSAL PREPARATION INSTRUCTIONS 1.1 Addendum to 52.212-1(b), Submission of offers. Only electronic versions of quotes will be accepted. Paper copies or hand carried quotes will not be considered for award. Submit signed and dated offers no later than the date and time provided in Block 8, page 1 of the SF1449 via email to: Hannah Rojas at hannah.rojas@us.af.mil and Mark Salyer at mark.salyer@us.af.mil 1.2 All quotes shall be complete, clearly presented, and contain sufficient detail for effective evaluation as detailed in Addendum to 52.212-2 of this solicitation. 1.3 The quote shall include two parts 1) Completed SF1449 (including clauses, provisions, and price). 2) Technical quote addressing how the quotor will meet the requirements set forth in the Statement of Work. The technical quote must contain sufficient detail to be evaluated against the SOW on an "Acceptable/Not Acceptable" basis for reasonable assurance that the quotor understands and can accomplish the effort. Quoters are reminded that, at a minimum, quotes must show a description of the items being offered in sufficient detail to evaluate compliance with all attachments. This may include product literature, pictures and other documents, if necessary. 1.4 A Site Visit will be held at Tuesday, MM-Aug-2021 at Ellsworth AFB to allow vendors to see the intended location of the security system. Individuals attending the site visit are required to notify daniel.stilts@us.af.mil NLT Monday, 30 August 2021 at 10:00 am MST by emailing the personnel name(s), company name and driver's license issuing state so a visitors pass may be requested. The bus to the site visit location will leave the Visitor Control Center at 10:00am. Parties are encouraged to arrive to the Visitor Control Center 30-60 minutes early to allow time for visitor pass preparation. Site visit completed as scheduled, no additional site visits. All personnel will be required to comply with COVID mitigation policies on the installation which may include social distancing or masking. Attendance of the site visit is encouraged, but is not mandatory. All questions in response to the solicitation must be submitted in writing to hannah.rojas@us.af.mil NLT: Friday, 10-Sep-2021 and will be answered in writing via solicitation amendment. ADDENDM TO FAR 52.212-2 – EVALUATIONS - COMMERCIAL ITEMS The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Step 1: Evaluate all quotations for responsiveness. Step 2: Rank quotations by total evaluated price. Step 3: Ensure that items offered meet the requirements identified in Attachments. Step 4: Evaluation of past performance. Past performance will be rated on an acceptable/unacceptable basis, with an absence of negative CPARS ratings and FAPIIS terminations being an acceptable past performance rating. Step 5: Make a best value decision based on a determination of price fair and reasonable. Note: Ensure that all costs are broken out so that they may be easily reviewed.
