Additionally, the interested vendor list within SAM Beta for this solicitation has been made publicly available A. General Construction Multiple Award Construction Contract (GC-MACC). A GC-MACC is a multiple award competitive design-build indefinite-delivery indefinite-quantity (IDIQ) construction acquisition based on a general statement of work further defined with individual task orders. Work to be performed under the GC-MACC include a variety of projects including, but not limited to, maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving, earthwork and waterfront work in both family housing and industrial/office buildings. Work may involve design/build projects as well as new construction of buildings or facilities to include some or all the above elements of work. Scope includes work at Beale AFB, Travis AFB, and satellite locations within the local areas. B. This is a competitive acquisition. This acquisition is set-aside for 8(a) entities with at least one additional socioeconomic categorization (WOSB, EDWOSB, HUBZone, or SDVOSB), and restricted to the Small Business Administration (SBA) geographic districts of San Francisco, Fresno, and Sacramento. The government intends to award to all responsive, responsible offerors. C. Guaranteed contract minimum is $2,000.00. D. Contract performance is one (1) - Five (5) Year Ordering Period and one (1) - Three (3) Year Option Ordering Period. E. The 9th Contracting Squadron will be soliciting a General Construction Multiple Award Construction Contract (GC-MACC). The GC-MACC will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for design-bid-build, concept design-build, and design-build construction projects that shall be awarded via individual task orders. This acquisition will be set aside for 8(a) concerns with at least one additional socio-economic indicator (WOSB, EDWOSB, SDVOSB, or HUBZone). Task orders will provide a vehicle for execution of a broad range of projects, such as carpentry, road repair, roofing, excavation, interior/exterior electrical, steam fitting, HVAC, plumbing, sheet metal, fencing, demolition, fire protection specialist, concrete, masonry, and other projects. In-house design capability or ready access to design capability is a must for projects including alteration and repair to existing infrastructure. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual task order. Contractor efforts may also include design, and work as described in individual task orders. Locations of work will be at Beale AFB, CA, Travis AFB, CA, and satellite locations within Northern California. The cumulative GC-MACC value (combined value of all task orders from all awarded contracts) is not to exceed $900 million over an eight-year period. The value of individual task orders ranges from $2 thousand to $900 million. The ordering period is expected to be one (1) five (5) year period beginning 10 June 2020 and ending 9 June 2025, with one (1) three (3) year option ordering period from 10 June 2025 and ending 9 June 2028. Work to be performed under the GC-MACC will be within the North American Industry Classification System (NAICS) code 236220 “Commercial and Institutional Building Construction.” The small business size standard is $36.5 Million. The solicitation is expected to be issued on or around 14 February 2020. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample project's specifications, will be available in electronic format, for free, only on the System for Award Management Beta Contract Opportunities Web Site at https://beta.sam.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. In addition, offerors MUST register at beta.sam.gov in order to receive notification and/or changes to the solicitation. Lastly, contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered.
