Amendment 0006: The purpose of this amendment is to perform the following: 1) Revise all Surety Bonding requirements listed in Section H by eliminating the need for a Bid Bond Guarantee and adjusting the minimum and maximum bonding range for individual task orders issued as a result of this MAC IDIQ. Offerors will no longer be required to keep up to a maximum of $9M in reserve bonding for the duration of the DoD contract. However, evidence of payment and performance bonding will be required ten (10) calendar days after task order award, with a minimum bonding requirement of $35,000 and a maximum bonding requirement of $750,000 per individual task order project. A reserve payment and performance bond of $750,000 is recommended to be maintained by the Offeror for the duration of the contract to cover immediate and urgent projects whenever they may occur; 2) Remove FAR clause 52.228-1, Bid Guarantee, from the solicitation; and 3) Extend the deadline for proposals due from 28 Feb 2025 @ 1400 hrs Pacific to 7 Mar 2025 @ 1400 Pacific. Amendment 0005: The purpose of Amendment 0005 is to perform the following actions: a) Revise the contents of all contract sections to this solicitation, including applicable provisions and clauses; b) Revise the arrangement and contents of the associated attachment listing under Section J; c) Apply additional provisions and clauses that were missing from Amendment 0004; and d) Extend the proposal due date of this opportunity from 14 Feb 2025 @ 2:00 pm Pacific to 28 Feb 2025 @ 2:00 pm Pacific. Amendment 0004-1: The purpose of this modification is to extend the proposal due date from 31 January 2025 @ 1400 hrs Pacific to 14 February 2025 @ 1400 hrs Pacific due to on-going revisions to the main RFP document and numerous RFP Attachments. There is no associated Contract Writing System (CON-IT) amendment. Amendment 0004: The purpose of Amendment 0004 is to perform the following actions: a) Revise the list and description of applicable contract line-items (CLINs), including inspection, acceptance, and delivery information; b) Revise the contents of all contract sections of this solicitation, including applicable provisions and clauses; c) Revise the arrangement and contents of the associated attachment listing under Section J that are being prepared and will be provided under pending Amendment 0005; d) Remove unapplicable provisions and clauses; and e) Extend the proposal due date of this opportunity from 17 Jan 2025 @ 2:00 pm Pacific to 31 Jan 2025 @ 2:00 pm Pacific. The extension date will be subject to change for future Amendment 0005. Amendment 0003-2: The purpose of this modification is to extend the proposal due date from 13 December 2024 @ 1400 hrs Pacific to 17 January 2025 @ 1400 hrs Pacific due to on-going revisions to the main RFP document and numerous RFP Attachments. There is no associated Contract Writing System (CON-IT) amendment. Amendment 0003-1: The purpose of this modification is to 1) Change the posted solicitation number from FA466424R0004 to FA466425R0001 to reflect the change in RFP documentation and RFP sequence numbering after the start of FY2025, and 2) to extend the proposal due date from 29 November 2024 to 13 December 2024 @ 1400 hrs Pacific due to on-going revisions to the main RFP document and numerous RFP Attachments. There is no associated Contract Writing System (CON-IT) amendment. Amendment 0003-0: The purpose of this modification is to: 1) Inform all SABER offerors that the PIEE/SAM solicitation FA466424R0004 and all its attachments were updated after the fiscal year change to solicitation FA466425R0001 in CON-IT, but will remain as FA466424R0004 for the purposes of this solicitation posting in PIEE and SAM. This change to the solicitation number and subsequent amendments, which have been posted, will remain as they currently are. Due to technical challenges with replacing the PIEE/SAM posting with the new RFP number, the current PIEE/SAM solicitation identifier will remain as is until the close of the RFP. Original Solicitation: The Simplified Acquisition of Base Engineer Requirement (SABER) contract is a Firm-Fixed Price indefinite delivery, indefinite quantity (IDIQ) contract required to accomplish a broad range of construction, sustainment, restoration and modernization projects on real property at March Air Reserve Base (MARB), California (CA) that are of a suitable size and complexity to allow for quick design execution and construction. Work may include maintenance, repair, alteration, renovation and new construction. The IDIQ is intended as an 8(a) Small Business set-aside with a $7.5 Million ceiling. The MARB SABER primary goal is to expedite contract award by reducing 452d Mission Support Group Civil Engineers (452 MSG/CE) design work and acquisition lead time. Prompt response and execution of all task orders is required. The Contracting Officer (KO/CO) will issue a request for proposal (RFP) describing basic requirements for each individual Task Order (TO).
