1. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and a written solicitation will not be issued. The solicitation number is FA4661-20-Q-0013. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01 effective 11 Nov 2019, DPN 20190531 effective 1 October 2019, and AFFARS AFAC 2019-1001 effective 1 October 2019. 3. The North American Industry Classification System code (NAICS) is 562998, All Other Miscellaneous Waste Management Services. A Small Business Size Standard for this NAICS code is $7.5 Million. 4. Set-aside: 100% Small Business Set-Aside 5. Place of Performance shall be: Dyess AFB, TX, 79607 6. Period of Performance: One (1) base year of 12 months plus four (4) 12 month option years for a total contract length of five (5) years. 7. A site visit will be held on 18 December 2019 at 10:00 a.m CST. Please notify A1C Emma Johnson if you will be attending no later than 16 December 2019 at 10:00 a.m. CST by completing and submitting the attached site visit registration form (see attachment 4). An escort will be provided at the visitor center to facilitate base access. Please arrive between 0930 and 0945 to be signed on to base (if required). Following the site visit, questions shall be submitted to A1C Johnson via email at emma.johnson.1@us.af.mil NLT 30 December 2019 at 3:00 p.m. CST and answers will be posted on 6 January 2020 at 3:00 p.m. CST. 8. For any questions, please call 325-696-3551. 9. QUOTE SUBMISSION INFORMATION: Quotes must be e-mailed to the addresses above. ONLY ELECTRONIC COPIES WILL BE ACCEPTED. Your offer shall include, but is not limited to the following: Price Proposal: Complete Bid Schedule (see attachment 1). Technical Proposal: Submit technical proposal as dictated in the technical factors in provision FAR 52.212-2: Proof of current licenses meeting federal and local certrification requirements in maintenance of grease traps. Inventoried list of all equipment. Proof of valid state drivers’ license for all vehicle operators, current vehicle registration, and proof of insurance. Provide completed Reps & Certs IAW FAR 52.212-3, or indicate in your quote that you have completed them on www.sam.gov. Hourly Wages paid: Per technician level **these wages are not to be used for award information but as validation of prices fair and reasonable after award.** 10. Evaluation of Offers: IAW FAR 52.212-2: The evaluation for this acquisition will be based on the ability to meet the technical capabilities outlined in the Performance Work Statement. All offers will be ranked based on price from the lowest priced offer to the highest price offer. Award will be made to the lowest priced technically acceptable, responsible offeror whose proposal conforms to the RFQ. 11. IAW FAR 52.232-18 Availability of Funds. Funds are not presently available for this requirement. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
