1. This is a combined synopsis/solicitation for a commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. The solicitation number is FA4661-19-Q-0059 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 effective 20 Dec 2018, DFAR DPN 20180928 effective 26 Oct 2018, and AFFARS AFAC 2018-0711 effective 11 Jul 2018. 3. The North American Industry Classification System code (NAICS) is 332999. A Small Business Size Standard for this NAICS code is 750 Employees. 4. Set-aside: 100% small business set-aside 5. EVALUATION OF OFFERS: TS: The evaluation for this acquisition will be solely based on lowest price of items that are found to be technically acceptable. To be considered technically acceptable, the items offered must meet the following criteria: -Capable of stopping a 15Klb truck at speeds of up to 35 MPH/Pasender vehicles at 30MPS w/ 15ft maximum penetration beyond barrier -Portable, able to be moved and placed by one person without assistance -not filled with loos substance (i.e. water, sand, gravel, ect.) -must stop vehicles across a road way of 32ft -must allow pedestrian flow while in use -must be designed as non-lethal standard for drives and passengers
