Proposals are still due by Thursday, 31 July 2025, 4:30 PM CST. 06/26/2025: The 319th Contracting Squadron at Grand Forks Air Force Base, ND is hereby issuing this request for proposal (RFP) notice with an intent to award a Firm-Fixed-Price Indefinite Delivery Requirements Contract to repair base paving at Grand Forks AFB, ND. A site visit will not be held. Questions regarding this solicitation are due by 11 July 2025, 4:30 PM CST. Proposals are due by 31 July 2025, 4:30 PM CST. PoCs for questions and proposal submission will strictly be both, Ms. Carly J. Larson via email at carly.larson@us.af.mil and SrA Jhala N. Neupane via email at jhala.neupane@us.af.mil. Please refer to and thoroughly review all the attachments in this solicitation notice for any and all the details. For proposal submission, one electronic copy of the proposal and applicable deliverable(s) are to be submitted to the PoCs provided above via email. If the file size of the proposal is too large to be delivered by email, the offeror must notify the PoCs above, and a DoD SAFE link will be provided to drop-off files. The offeror is solely responsible to request the link in a timely manner so that the proposal will be received by the proposal due date. The current applicable highway wage determination to this effort is published with this notice. The most recent update (if there are to be any) to the wage determination immediately prior to award of the resultant contract and the task orders that follow the contract, shall be applicable. Pre-Solicitation: Synopsis of Solicitation FA465925R0001, Project JFSD240005 Base Paving at Grand Forks AFB, ND (Construction) Total Small Business Set-Aside (FAR 19.5) PSC: Y1LB – Construction of Highways, Roads, Streets, Bridges, and Railways NAICS: 237310 – Highway, Street, and Bridge Construction The 319th Contracting Squadron at Grand Forks AFB, ND intends to issue a request for proposal (RFP) for a Firm-Fixed-Price – Requirements, Indefinite Delivery Contract to repair pavement/roads on base to include but not limited to the construction of hot bituminous pavement with tack coat and portland cement concrete as directed. This notice isn’t a solicitation itself, a formal solicitation will be issued on or around 20 June 2025. The solicitation will result in a single Firm-Fixed-Price – Requirements, Indefinite Delivery Contract. This acquisition will be solicited as a total small business set-aside IAW FAR 19.5. Applicable small business size standard is $45.00M. Number of contract(s) intended to be awarded: 1 (one) A formal RFP will be issued via SAM.gov. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking SAM.gov in a timely manner to obtain the solicitation and any amendments or other information pertaining to the solicitation. IAW FAR 5.207(c)(16)(i), all responsible sources may submit a proposal, which shall be considered by the contracting activity.
