Pre Solicitation: Synopsis Catholic and Protestant Religious Education Coordinators Set-Aside (FAR 19.5) PSC: G002 Social—Chaplain 813110 – Religious Organizations The 319th Contracting Squadron intends to issue a request for quote (RFQ) for a commercial service of Catholic and Protestant Religious Education Coordinator Services at Grand Forks Air Force Base (GFAFB), North Dakota. The Contractor shall provide comprehensive religious education programs which run concurrently with the traditional academic year (AY), and facilitate ecumenical activities in consultation with the Protestant and/or Catholic Chaplains. The coordinators will administer Protestant and Catholic religious programs at Grand Forks AFB, including planning and coordinating Children's church, student ministry, religious education, discipleship, Vacation Bible School, and adult education. (1) week Vacation Bible School (VBS), picnics, year-round Youth Group programs, retreats, etc. in collaboration with the Chaplains, Chapel Staff, Religious Affairs Specialists, and Civilian workforce. Religious Education is a crucial part of worship elements and plays an important role in enhancing the worship experience of participants. These services will be in accordance with the Performance Work Statement (PWS). A formal solicitation will be issued on or around 25 July 2025. The solicitation will result in a single, firm-fixed price contract. The contract will be awarded with a base period of 1 October 2025 - 30 September 2026, with four, twelve (12) month option periods to follow. The total period of performance, given all options exercised, will be 1 October 25 - 30 September 2030. The North American Industry Classification System (NAICS) code is 813110, Religious Organizations, and the small business size standard is $13M. This acquisition will be solicited as a total small business set-aside. A formal RFQ will be issued via sam.gov. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking sam.gov to obtain the solicitation and any amendments or other information pertaining to the solicitation. All offerors MUST be registered in the System for Award Management (SAM) database or their proposal MAY NOT be considered for award.
