This procurement is required in order to provide service to Replace Energy Management and Control System (EMCS) at Grand Forks AFB, ND. This procurement is intended to be awarded as a sole source due to the proprietary rights of the Honewell equipment and software system already installed at Grand Forks AFB. The NAICS for this requirement is 238220 with a size standard of $19.0M. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(2), Soliciting From A Single Source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources Sought as a means of conducting market research to identify parties having the resources to provide the following: SUBJECT: Replace Energy Management and Control System (EMCS) The contractor will provide all labor, materials, tools, parts, transportation, and incidentals necessary to replace R7044, E-Link, and XL50 controllers with new CP-Open technology in 4 Buildings at Grand Forks AFB, ND. The new control system shall be compatible and integrate with the current Energy Management Controls System Enterprise Building Integrator at Grand Forks AFB. The current system installed is Honeywell.
