This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) number FA465923Q009. FOB Destination for delivery to: 319th Civil Engineer Squadron – 319 CES 575 Tuskegee Airmen Blvd Bldg 418 Grand Forks AFB, ND 58205 Quote Schedule Description Qty Unit Unit Price Extended Price CLIN 0001 – Aerial Larvicide Spray Grand Forks AFB Aerial Larvicide Spray 2,129 Acres Total Price $ Period of Performance 26 June 2023 – 14 July 2023: __________________________________________________________________________________ The contractor will provide electronic copies of the aerial pesticide applicators state pesticide certifications/incenses in the categories for the work at hand. The required categories of ND pesticide certification are: "air/ground core" and "public health". In addition to the required certification, the applicator must also be registered with State of North Dakota Aeronautics Commission (SNDAC), must have Federal Aviation Administration (FAA) approval to conduct a spraying operation over a city, have filed a SFN 60061 with the ND Department of Health (Division of water quality), and finally filed a SFN 14493 with the North Dakota Department of Environmental Quality (Air Quality Division). The contractor will mix the provided larvicide with water in accordance with the products EPA registration label. The contractor is to operate at a spray release altitude of 100' AGL. The larvicide should be applied with micronair nozzles. The larvicide should be applied at the EPA labeled rate to the 2,129 acres which are outlined in the attached map. At a minimum 1 week notice of spray dates, coordination must be made with GFAFB Entomology shop & Airfield Management sections. __________________________________________________________________________________ *** To be considered for award: note that offerors must be actively registered with the US Government database System for Award Management (SAM) when submitting the quote or proposal. Vendors must be registered and/or enrolled in Wide Area Workflow (WAWF) for purpose of invoice/payment if awarded the contract. Please note WAWF is the ONLY ACCEPTABLE means of invoicing for payment and that no advance payments will be made. Firms that respond shall specify that their services meet the specifications provided in the attachment below and provide detailed information to show clear technical compliance. The expected Period of Performance for this requirement is 26 June 2023 - 14 July 2023. Detailed Specifications are listed in the attachment identified below: Attachment 1- 2023 Aerial Spray SOW + Map All interested firms shall submit a response demonstrating their capability to provide these items to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Quotes) exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. The NAICS Code assigned to this acquisition is 115112 – Soil Preparation, Planting, and Cultivating with a size standard of $8.5M. Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), SDVO, or HUBZone). Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. Any information submitted by respondents to this sources sought synopsis is voluntary.
