This procurement is required in order to provide services to maintain the integrity and uninterrupted continuity of the Energy Management and Control Systems at Grand Forks AFB, ND. This procurement is intended to be awarded as a sole source due to the proprietary rights Honeywell International, Inc. has over the installed EMCS equipment and software at Grand Forks AFB. The NAICS for this requirement is 238220 with a size standard of $19.0M. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete his proposed contract lies solely within the discretion of the Government.
