Tentativ... The 319th Contracting Flight at Grand Forks AFB, ND intends to award a single, firm fixed price contract for a one (1) story Fire Training Burn Room. This is a pre-solicitation/synopsis only. Tentative solicitation release date is approximately 15 days from release of this notice. This acquisition will be done in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 15 (Contracting by Negotiation). The Contractor shall provide all personnel, equipment, tools, materials and labor required to erect the Training Tower on a pre-laid cement slab. The current applicable NAICS code is 332311 - Prefabricated Metal Building and components. The small business size standard is 750 Employees. This acquisition will be solicited as a 100% small business set aside. This will be solicited via a request for quotes. Evaluation will be based upon the Lowest Price that meets all the specifications in the RFQ and SOW. There will be no public bid opening. Award will be made based upon best value to the Government. The Government reserves the right to award to other than the lowest price. Evaluation factors will be set forth in the solicitation. NOTICE TO OFFERORS: Funds are currently not available for this purchase. However, the solicitation will being generated to receive responses from offerors so if/when funding is received, the contract can be created immediately. No contract award will be made until funds are made available. The Government reserves the right to cancel the solicitation. The Government is not responsible for the cost of the solicitation preparation and will not reimburse offerors for any costs associated with solicitation preparation. All contractors MUST be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) database or their proposal WILL NOT be considered for award. Contractors can obtain further information on the SAM database at the website https://www.sam.gov. This solicitation will only be available by downloading the solicitation and http://www.fedbizopps.gov. No paper copies or CD-ROMS will be issued. Once the solicitation is issued, it is incumbent upon the interested parties to visit the website frequency for any updates/amendments to all documents.
