THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; quotes are being requested and a written solictation will not be issued. The 319th Contracting Flight at 295 Steen Blvd, Bldg 242, Grand Forks AFB, ND 58205 intends to award a firm-fixed price contract award for the purchase, training (as necessary), delivery and installation of one (1) Class B Burn Room that is to be added as a second floor to an existing live fire building as further outlined in the accompanying Performance Works Statement. Award will be based on lowest price that meets all the specifications in the PWS and best value to the Government. In order to be Technically Acceptable and meet best value practices quotes must meet the all the salient characteristics and requirements listed in the Performance Work Statement and offerors must provide drawings of their proposed tower. Quotes that do not meet the minimum specifications and that do not include drawings, will not be considered technically acceptable and will not be considered for award. NOTICE TO OFFERORS: Funds are currently not available for this purchase. However, this solicitation is being generated to receive responses from offerors so if/when funding is received, the contract can be created immediately. No contract award will be made until funds are made available. The Government reserves the right to cancel this solicitation. The Government is not responsible for the cost of the solicitation preparation and will not reimburse offerors for any costs associated with solicitation preparation. This Request for Quotes is being issued as a total small business set-aside; all responsible and technically acceptable offers will be accepted. This solicitation document and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2019-05. The NAICS code for this acquisition is 332311: Prefabricated Metal Building and Component Manufacturing and the size standard is 750 Employees. The Government reserves the right to hold discussions with offerors. Discussions may or may not be held with offerors; therefore, each offeror's initial quote should be complete and accurate. One award will be made for this acquisition based on the lowest price that meets all the salient characteristics and which offer is fully in compliance with the requirements and the Performance Work Statement and provides drawings of their proposed system.
