The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the replacement of spill buckets on the Underground Storage Tanks (USTs) at up to 150 Launch Facility sites and 15 Missile Alert Facility sites in the missile complex at Malmstrom AFB, (Great Falls) Montana. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to replace the fuel tank spill buckets in accordance with the project specifications, drawings and blueprints. Other work includes installing new overfill protection and testing hardware, backfilling excavated portions of the site, installing new geotextile fabric, and repairing any concrete damaged during construction. The Request for Proposal will be available on or about 19 August 2019. The Request for Proposal will close on or about 19 September 2019. The project will be accomplished in three phases. Each phase will have a Performance Period of one hundred and sixty-five (165) calendar days (3 days per site) after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open to HUBZone small businesses in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the System for Award Management to be eligible for award. (See internet site: sam.gov). All responsible sources must submit an offer good through 31 December 2019, which shall be considered by the agency. The magnitude of this project is between $1,000,000.00 and $5,000,000.00.
