The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the Missile Alert Facilities (MAF) Water Wells. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to conduct all repairs or maintenance requirements. Specifically the Contractor shall provide all items, articles, materials, operations or methods listed, mentioned or scheduled on the drawings and/or as specified herein, including all labor, materials, equipment, and incidentals necessary and required for completion of the scope of this project at E-01 MAF. Work on this project includes the following major work items: • Construct new 8-inch nominal diameter replacement water well similar to original but located outside the pump house • Develop, pump test, and sample water from new well • Install new pump, drop pipe, pit less adaptor, service line, and other appurtenances for pumping and conveyance of water to pump house • Connect new water service line to existing line in pump house and disconnect line from original water well (well in pump house) • Abandon original water well in pump house by grouting entire depth • Restore site including removing and replacing all surface obstacles necessary for the installation of the new well and water service line. • Install all electrical and controls required for operation of the new water well. • Assemble skid-mounted treatment train consisting of sediment filter, zeolite filter, carbon filter, antiscalant injector, reverse osmosis unit, calcite cartridges, and chlorination system along with associated valves and piping. • Construct new 8-inch nominal diameter injection well. • Install new effluent tank, effluent pump, wastewater service line, drop pipe, pitless adapter, and other appurtenances for pumping and conveyance of wastewater to injection well. Within the Malmstrom AFB, MT, Missile Complex in accordance with the project specifications, drawings, and blueprints. The Request for Proposal will be available on or about 28 Jan 2019. The Request for Proposal will close on or about 27 Feb 2019. The Performance Period for this project is fifty nine (59) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open to small businesses in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the System for Award Management to be eligible for award. (See internet site: sam.gov). All responsible sources must submit an offer good through 31 Dec 2019, which shall be considered by the agency. The magnitude of this project is between $500,000.00 and $1,000,000.00
