END AMEND 1 _________ 509 SFS/CATM 25-METER INDOOR RANGE CLEANING Combined Synopsis/Solicitation (COMBO) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA482524Q1036 is being issued as a Request for Quote (RFQ). All quotes shall be valid for a period of 90 days. The RFQ document and incorporated provisions and clauses (Attachment 4) are those in effect through Federal Acquisition Circular 2024-04; Effective 05/01/2024., Defense Acquisition Circular 03/26/2024 and Department of the Air Force Federal Acquisition Circular 07/07/2023. This is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this project is 562910, Remediation Services with a size standard of $25 Millon. The purpose of this combined synopsis and solicitations for the purchase of Firing Range Cleaning in accordance with Attachment 1, Statement of Work (SOW). Site Address: 747 12TH STREET, BLDG 1235, Whiteman AFB MO, 65305 This will be a Fixed-Price Contract. The Vendor is responsible for requesting any additional information required to submit an accurate quote. Site Visit Information: There will not be a site visit offered or held for this solicitation. Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following: Evaluation Factors: Evaluation for this acquisition will be based on best value of past performance and price (Performance Price Trade-off), see Attachment 4. Past Performance will be evaluated based on submission of two (2) Past Performance Questionnaires (PPQ) occurring within the last three (3) years for whom the Offeror has performed a similar service with Federal, State, or Local Governments. If the Offeror does not have Government references, the Offeror shall provide references from private industry sources that are not prohibited from furnishing information to the Government. Past performance will be evaluated as Acceptable or Unacceptable. Adjectival Rating: Acceptable Description: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (*see note below) Adjectival Rating: Unacceptable Description: Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. *Note: In context of acceptability/unacceptability a neutral rating shall be considered acceptable. Price will be evaluated based upon the lowest price proposed. The Government reserves the right to refrain from awarding to any Offeror with pricing that is not determined reasonable, and/or is unbalanced. The contract start date is projected to be 01 July 2024. The Service Contract Act,WD 2015-5075,Rev.25 published Dec 25,2023 will apply,Attachment 3. All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoices will be processed via Wide Area Work Flow (WAWF) and instructions shall be provided at time of award. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters.
