This is a combined synopsis/solicitation for Deployment Equipment prepared in accordance with the format in FAR Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4625-20-Q-1056. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, Defense Acquisition Circular 2020 Mar 24, and Air Force Acquisition Circular 2019 Oct 03. This solicitation is issued as a Small Business (SB) set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 315210, Cut and Sew Apparel Contractors. For the purpose of this procurement the small business size standard is 750 employees. All offers are to remain valid for a period of 90 days. Paper copies of the RFQ will not be made available. Basis for Award: The Government intends to award requirement to one SB company. Items required are listed below: **Prepare your proposal in accordance with (IAW) the attached Statement of Work (SOW) dated 15 April 2020. Include detailed pricing information so the Government can determine price fair and reasonable. Bid Schedule: (See Attachment 3) Evaluation for this acquisition will be based on Lowest Priced Technically Acceptable (LPTA). Technical acceptability will be determined if the products being quoted meet the minimum requirements of the characteristics and delivery deadline (1 June 2020) included in the SOW dated 30 March 2020. No allowance will be made for higher pricing on items above the minimum requirements. The Offeror’s proposal submission shall consist of the following: Company letter identifying the point of contact and cage code. Completed bid schedule, as referenced above, in excel format (Attch 3. Bid Schedule). INFORMATION REGARDING SUBMISSION OF PROPOSALS: Electronic submission of proposals is required. All proposals and related documents shall be submitted via e-mail to the 509th Contracting Squadron, unless otherwise noted. The e-mail must arrive at the designated time specified in the solicitation to be considered responsive, and considered in the evaluation process. The e-mail address is: 509cons.sollgcb@us.af.mil It is the Contractor’s responsibility to contact the Government to verify receipt of proposals. ----------------------------------- Proposals must be received by 20 April 2020, 2:00 PM CST in order to be considered for award; late proposals will not be considered for award. All proposals shall be valid for a period of 90 days. NOTE: It is the responsibility of the offeror to ensure timely receipt of the proposal. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mail/attachments. Late receipt of proposals due to a network firewall or outages will be considered late. Offerors should allow sufficient time for the email traffic to be delivered. E-mail received in the Government office after the closing time will be considered late and not considered for award and processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawal of offers.” Prospective offerors must be registered in the System for Award Management (SAM) (www.sam.gov) at time of proposal submission in order to be eligible for award.
