This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA462519Q0126. This requirement is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 333120, Construction Machinery Manufacturing. For the purpose of this procurement the small business size standard is 1,250 Employees. All offers are to remain valid for a period of 60 days or more. Basis for Award; The Government will award a contract from this solicitation to the lowest priced offeror that meets the minimum needs of the Government IAW this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, Defense Acquisition Circular 20160325, and Air Force Acquisition Circular 2015-1001. Paper copies of the Request for Quotation will not be made available. Quotations must be e-mailed to the following e-mail address: austin.carter.9@us.af.mil and 509cons.sollgca@us.af.mil. NOTE: Quotations must be received no later than 4:00 PM CST on 16 September 2019; late quotations will not be considered for award. Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) at the time of proposal submission in order to be eligible for award. Responsible sources may submit a quotation which, if received timely, shall be considered by this agency. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall furnish all parts, labor, equipment, material, transportation and all other items necessary for one (1) Asphalt Sealant Machine IAW the attached list of Salient Characteristics dated 5 September 2019.
