This is a combined synopsis/solicitation for Education Advisor services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, FAR Subpart 16.7 and FAR Part 19 also apply. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4625-19-Q-0069. This procurement is for 100% Small Business Set- Aside. The North American Industry Classification System (NAICS) code for this acquisition is 611710. For the purpose of this procurement the small business size standard is $15M. All quotes shall be valid for a period of 90 days. The Government intends to award a Firm Fixed-Price contract from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, DFARS Change Notice 20181031, and Air Force Acquisition Circular 2018-0525. Paper copies of the Request for Quotation will not be made available. EVALUATION CRITERIA: This acquisition will utilize the Performance Price Tradeoff (PPT) process to make a best value award decision. A best value determination will be made by evaluating the following factors: price, and references/past performance. Quote shall consist of two (2) references of Education Advisor or similar services of the PWS within the last 5 years. The references shall include company name, point of contact and phone number. The Offeror's quote submission shall include the following: 1. Letter identifying the point of contact and Cage code. 2. Resume 3. List of references 4. Completed Pricing Schedule (see Attachment 3) Attachments (3): 1. Performance Work Statement 2. Provisions and Clauses 3. Pricing Schedule INFORMATION REGARDING SUBMISSION OF PROPOSALS: Electronic submission of proposals is required. Quotations shall be e-mailed to the following e-mail address: 509cons.sollgcb@us.af.mil and kelly.franklin@us.af.mil. Only digital copies of quotes will be accepted. Paper copies of quotes will not be accepted. NOTE: Quotations must be received by 12 April 2019, 2:00 PM CST; late quotations will not be considered for award. It is the responsibility of the offeror to ensure quote has been timely received. Pursuant to FAR 52.207-7, An Offeror is required to be registered in the System for Award Management (SAM) (www.sam.gov) when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. Service Contract Act applies, Department of Labor Wage Decision Number 15-5089, Revision Number 9, dated 1 January 2019, is hereby incorporated by reference and can be found at the following internet address: http://www.wdol.gov. All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. Government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. Foreign Nationals will not be authorized access to Whiteman AFB, MO. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
