This is an unrestricted Request for Quotation (RFQ) from 22 CONS for the acquisition of DPM Packing and Crating Services to be performed at McConnell AFB Kansas. Simplified acquisition procedures authorized under Federal Acquisition Regulation 13.5 are being used. The Government evaluation factors will utilize a best value decision, using price and past performance trade-off with past performance being the most important factor. All quotations will require completion of a pre-defined price-list. Total evaluated price (TEP), including all options and a six-month extension pricing (under FAR 52.217-8, Option to Extend Service) will be used. Past performance will be provided through submission of no more than five references and evaluation will be based on recency, relevancy, quality, and overall past performance expectation rating. Other additional past performance sources, such as the Past Performance Information Retrieval System, may be used at the Governments discretion. The Government intends to issue one award to a single unrestricted contractor as a result of this solicitation. Per FAR 19.1307, HUBZONE price evaluation preference will be utilized. Services will be procured pursuant to the regulatory direction of FAR Part 12, Acquisition of Commercial Items. The expected award shall consist of one base period of performance (1 April 2022 - 31 March 2023) and may include up to four optional periods of performance (each 1 year in duration, following the Federal Fiscal Year and running consecutively from the expiration of the base period of performance). The 22d Contracting Squadron (22 CONS) of the 22d Air Refueling Wing is conducting market research to determine the availability, interest and capability of potential—both large and small—sources qualified and able to compete for a contract to perform the packing & crating services requirements at McConnell AFB, Kansas. Based on the information received in response to this sources sought notice, the Government may establish a set-aside for small business socio-economic programs. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Contract Opportunity website (beta.sam.gov). The Government shall not reimburse the costs of preparing responses to this request for information/sources sought notice. The estimated contract period including all options is 1 April 2022 through 31 March 2026. The successful contractor shall provide all personnel, management, tools, equipment, supplies, materials, transportation and all other items necessary (excluding Government Furnished Property) necessary to ensure that packing & crating services are performed at McConnell AFB in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force standards, instructions, and commercial practices as set forth in the attached DRAFT Performance Work Statement. This announcement serves as a first step for 22 CONS to determine the viability of setting aside the procurement of Packing & Crating services for competition solely within or among certain small businesses in selected categories.
