Requests recieved after this time may experience difficulty gaining access.*** _______________________________________________________________________________________________ The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing, McConnell AFB, Kansas, announces the solicitation for Airfield Rubber Removal and Pavement Markings, solicitation number FA462121R0006. The effort shall include, but not be limited to, removing and disposing of existing airfield painted markings and runway rubber, and applying reflective and non-reflective paint on runways, overruns, taxiways, shoulders , aprons, etc. as specified in the corresponding statement of work (SOW) and drawings. The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract. The magnitude of construction is expected to be between $100,000 and $250,000. The NAICS code for the requirement is 237310, Highway, Street, and Bridge Construction; the Small Business Size Standard is $39.5M. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on https://beta.sam.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 26 July 2021. The solicitation will be a Request for Quote (RFQ) for a firm-fixed price contract. The solicitation will state the basis for award and exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The 22d Contracting Squadron (22 CONS), McConnell AFB, KS, is seeking capabilities from businesses classified as Small, 8(a), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), or Historically Underutilized Business Zone (HUBZone) for the purposes of determining the appropriate level of competition for an Airfield Paint & Rubber Removal Maintenance contract. Depending on the response to this notice and other market research, 22 CONS may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. If adequate responses are not received from the previously mentioned concerns, the acquisition may be solicited on an unrestricted basis. 22 CONS intends to issue a formal Request for Proposal (RFP) during the July/August 2021 timeframe for the acquisition of an Airfield Paint & Rubber Removal Maintenance effort to be performed at McConnell AFB. The effort shall include, but not be limited to, removing existing airfield pavement markings and runway rubber deposits as well as painting airfield pavement markings as identified in the requirement documents that will be provided with the solicitation package. The magnitude of construction is expected to be between $250,000 and $500,000. The NAICS code for the requirement is 237310, Highway, Street, and Bridge Construction; the Small Business Size Standard is $39.5M. The successful contractor will be required to furnish all labor, tools, materials, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to complete the work IAW the Statement of Work, which will be included with the solicitation package. We are requesting that all interested and qualified firms respond to this sources sought notice with a capability statement similar to your marketing package used in the everyday course of doing business.
