Notice to Offerors: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Contractor shall provide all labor, materials, equipment, and transportation necessary to maintain the radio towers as specified in the Performance Work Statement at five (5) Missile Alert Facilities (MAFs) and Bldg 3650, to include aircraft warning lights, tower structure and radio tower foundations. The MAFs and Building 3650 are secure sites and under the control of F.E. Warren Air Force Base, Wyoming. Submit offers to this RFP no later than 11:00 am MST, Wednesday, 17 September 2025 by emailing megan.evans.3@us.af.mil and liezel.mcintyre@us.af.mil. Solicitation responses shall be sent via electronic means only (emailed only, no mail, hand delivery or fax.). Offers shall be valid for 60 calendar days from quote receipt. Offers received after the solicitation deadline shall not be accepted. Discussions may be had if determined beneficial to the Government. Refer to Attachment 2 MFR CUI (Controlled Unclassified Nuclear Information) Receipt - Contractor sign and return this document in order to show ability to obtain CUI documents for this requirement upon award. Without submission of Attachment 2, and compliance with NIST SP 800-171 assessment, the contractor shall not be considered. Assessments shall be valid within the past three (3) years and have a score of 110. If NIST SP 800-171 score in Supplier Risk Module (SPRS) is below 110, a plan of improvement must be submitted with the quote. If score is 110, no other information is needed. Site Visit is not offered. Towers are visible without restrictions. Distance from FE Warren AFB, noted in Performance Work Statement. Questions about the solicitation shall be submitted no later than, 11:00 am MST, Thursday, 11 September 2025.
