This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; quotes/proposals are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-05, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20210224, and Air Force Acquisition Circular (AFAC) 2021-0211. This brand name requirement is for the acquisition of 8 EA e4Clicks licenses for 90 CES at F.E. Warren Air Force Base in Wyoming, with an 8 May 2021 - 7 May 2022 licensing period. The solicitation number for this acquisition is FA461321Q0008; the NAICS is 511210 (Software Publishers), the small business threshold for this NAICS is $41.5M. The proposed acquisition is Full and Open competition. This acquisition will be competed using a written Request for Quotes (RFQ). All interested parties must provide a quote by the time specified below to the Government in order to be considered for award. Quotes shall include all data and information requested and shall be submitted in accordance with the instructions found in the attached "Instructions to Offeror" (FAR 52.212-1) in the solicitation document. Non-conformance with the instructions may result in proposal being considered nonresponsive and ineligible for award. The solicitation is a competitive RFQ and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR part 13 Simplified Acquisition Procedures. Award will be made using the evaluation procedures of FAR 52.212-2.
