This is a Solicitation Notice for the Helicopter Simulator Electrical Project requirement which is to be procured in accordance with FAR part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-07, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20200605, and Air Force Acquisition Circular (AFAC) 2019-1001. For this requirement, the contractor shall provide all labor, materials, equipment, transportation, and supervision necessary for installation of the electrical and fire alarm work for the UH1N Simulator. The solicitation number for this acquisition is FA461320R0012; the NAICS is 238210 (Electrical Contractors and Other Wiring Installation Contractors), and the small business threshold for this NAICS is $16.5 million. The proposed acquisition is 100% TOTAL SMALL BUSINESS SET ASIDE. This acquisition will be competed using a written Request for Quotes. All interested parties must provide a proposal package by the time specified below to the Government in order to be considered for award. Quotes shall include all data and information requested and shall be submitted in accordance with the instructions found in the Instrs., Conds., and Notices to Offerors section of the solicitation document. Non-conformance with the instructions may result in proposal being considered non-responsive and ineligible for award. The solicitation is a competitive RFQ and award will be based on Simplified Acquisition Procedures found in FAR part 13. Award will be made using the evaluation procedures found in Evaluation Factors for Award section of the solicitation. IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov/. Offerors must ensure that their company is registered with System for Award Management (SAM) prior to award.
