Offers must, at a minimum, contain the information required by the clause at Federal Acquisition Regulation (FAR) 52.212-1(b): Submission of Offers - Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show -- The solicitation number; The time specified in the solicitation for receipt of offers; The name, address, and telephone number of the offeror; A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. 2. The offeror must include in its quotation the following, at a minimum: Technical Quote – Authorized Dealer Technical Factor 1 – Provide documentation showing that contractor is an authorized CentrAlert Dealer and the installing is being completed by authorized installers. Price Quote – Each offeror shall submit a price quote separate from the technical quote. Offeror shall quote fixed unit pricing for all CLINS. Inconsistencies with unit pricing may result in the offer being ineligible for award Prices must be both reasonable and balanced. Note that unrealistically low or high proposed prices may be grounds for eliminating a quotation from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic quotation. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s quotation. Quotations should be sufficiently detailed to demonstrate their reasonableness and balance. The burden of proof for credibility of proposed prices rests with the offeror. 52.212-2 Evaluation-Commercial Items. (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Factor 1 – Authorized dealers: The Government will validated all dealers and installers with the manufacture CentrAlert to ensure they are authorized. (a) Technical quote must be rated as technically acceptable in order to be eligible for award. The following adjectival ratings will be assigned to Technical Factor 1 – Authorized Dealer: Adjectival Rating Description Acceptable Quote meets requirements and indicates an adequate or more than adequate approach and understanding of the requirements. Unacceptable Quote does not meet requirements of the solicitation and contains one or more deficiencies; quote is unawardable. Price: The Government will utilize the procedures at FAR 13.106-3 to determine price fair and reasonableness. Offerors whose pricing is determined to be unreasonable or unbalanced may not be considered for award. Unbalanced or unreasonable pricing exists when despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques. Award will be made to the offeror who is rated technically acceptable, demonstrates realistic and balanced pricing, has the lowest total evaluated price, and is deemed responsible in accordance with FAR Part 9.
