The purpose of Amendment 2 (FA461320Q00060002) is to attach the Lead/Asbestos Report as Atch 4. Questions and Answers (QA1) is posted to address questions received in response to this solicitation. Due to current base access restrictions related to COVID-19, the dates of the site visit and responses due have been updated. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs** This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. The proposed solicitation will be competed as a 100% small business set-aside. The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461320Q0006, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 238910 with a size standard of $16.5M. The Government intends to award a firm-fixed price contract from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government. Price will the primary selection factor with a pass/fail past performance evaluation. CPARS will be used to evaluate past performance. Only contractors with at least satisfactory/neutral ratings or above will be considered. No CPARS record will be treated as a neutral rating. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-04 effective 15-Jan-20, Defense Federal Acquisition Regulation Supplement DPN 20190531 effective 1-Oct-19 and Air Force Federal Acquisition Regulation Supplement AFAC 2019-1001 effective 1-Oct-19. The primary purpose of this project is the demolition of Building 155 located at F. E. Warren AFB, Wyoming. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform demolition services of Building 155, in accordance with the Performance Work Statement (PWS-Attachment 1) and all applicable federal, state, local laws, regulations and safety requirements. Building 155 is a single-story garage structure approximately 80 feet long and 30 feet wide. The facility is constructed atop a slab on grade. Basic construction is CMU walls with an asphalt shingle roof. The building contains a two garage areas, a small mechanical room and a vacant tool room. Windows are single glaze wood framed. The performance period for this project is 90 days from the date of award. The quote schedule and contract CLIN schedule are below.
