If driving a vehicle, you will need current registration and insurance. Request vehicle NOT have company decals as those vehicles will need to enter through Gate 5 AFTER base pass is received. ALL interested contractors need to meet at Pass and ID/Visitors Center located at F.E. Warren's Main Gate, 6400 Randel Ave, Exit 11 off I -25. Gate has missiles that can be seen from I-25. This gate is CLOSED however Pass and ID/Visitors Center is OPEN. All interested contractors need to be at pass and ID no later than 0930 on Monday, August 5, 2019 so that they can be sponsored on. Once all contractors have passes, contractors need to go through gate 2 UNLESS a company vehicle with logo is divine. Vehicles with a company logo need to proceed through gate 5. All contractors will meet at the parking lot next to Trails End Event Center, facing Blue Federal Credit Union by 1000. NOTE: If contractors are not at pass and ID by 0930, you run the risk of missing the site visit as a sponsor will not be available to meet you. If you drive a company vehicle with a logo, it is advised leaving early as you will have to go through inspection at gate 5. You run the risk of being late or missing the site visit.

In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs The Government currently plans to issue solicitation number FA4613-19-RA004, Maintain and Repair Gas Lines, for F. E. Warren AFB, WY. This acquisition is a Total Small Business (SB) set-aside under NAICS code 237120, Oil and Gas Pipeline and Related Structures Construction, with a size standard of $36.5 million. This acquisition is to have a Contractor be responsible for furnishing all personnel, labor, equipment, supplies, tools, material, and other items and services necessary for performing all operations required to furnish and install/replace designated area of gas lines, valves and regulators. Install new gas meter on each service line replaced. Install 9 new main polyethylene shutoff valves to include new boxes. Terminate existing service lines, install new gas meter and regulators. Utilize boring to install new HDE pipe. Install tracer wire and warning tape. Lastly conduct pressure testing on system prior to shut off at F.E. Warren AFB, Wyoming. The contractor shall replace these requirements in strict accordance with the specifications, applicable drawings, other attachments, and the terms and conditions of the contract. The statement of magnitude for this acquisition is $500,000.00 to $1,000,000.00. The contractor shall abide by all local, state, and federal EPA guidelines and regulations during the performance of the awarded contract. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award. Businesses who submit proposals without valid/non-expired SAM registration will be considered unacceptable and proposals will not be considered for award. It is anticipated that the Request for Proposal (RFP) will be issued on or about 08 January 2019 and will be posted on the Government-wide Point of Entry (GPE) at https://www.fbo.gov. This solicitation will be available via internet only, meaning solicitation documents will not be available by any other means.
