Pre-Solicitation Notice: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs The Government currently plans to issue solicitation number FA4613-19-RA004, Maintain and Repair Gas Lines, for F. E. Warren AFB, WY. This acquisition is a Total Small Business (SB) set-aside under NAICS code 237120, Oil and Gas Pipeline and Related Structures Construction, with a size standard of $36.5 million. This acquisition is to have a Contractor be responsible for furnishing all personnel, labor, equipment, supplies, tools, material, and other items and services necessary for performing all operations required to furnish and install/replace designated area of gas lines, valves and regulators. Install new gas meter on each service line replaced. Install 9 new main polyethylene shutoff valves to include new boxes. Terminate existing service lines, install new gas meter and regulators. Utilize boring to install new HDE pipe. Install tracer wire and warning tape. Lastly conduct pressure testing on system prior to shut off at F.E. Warren AFB, Wyoming. The contractor shall replace these requirements in strict accordance with the specifications, applicable drawings, other attachments, and the terms and conditions of the contract. The statement of magnitude for this acquisition is $500,000.00 to $1,000,000.00. The contractor shall abide by all local, state, and federal EPA guidelines and regulations during the performance of the awarded contract. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award. Businesses who submit proposals without valid/non-expired SAM registration will be considered unacceptable and proposals will not be considered for award. It is anticipated that the Request for Proposal (RFP) will be issued on or about 08 January 2019 and will be posted on the Government-wide Point of Entry (GPE) at https://www.fbo.gov. This solicitation will be available via internet only, meaning solicitation documents will not be available by any other means.
