The following factors shall be used to evaluate offers: (a) Price: Price evaluation shall be based on the lowest reasonable, balanced, and overall evaluated price. No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obrain information from the offeror to the extent required to determine the reasonableness of the offered prices. (b) Technical Capability: Technical Capability shall be evaluated as acceptable or not acceptable. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
