Request for Quotation Education Center Facility Manager with IT Skills FA461025QVSFB_ECFACILITYMANAGER SECTION 1 – GENERAL INFORMATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA461025QVSFB_ ECFACILITYMANAGER is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 1 June 2025. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03. The applicable NAICS code for this acquisition is 611430, and the applicable PSC is U099. This acquisition will be made as a 100% Small Business Set-Aside, with a size standard of $15.0M. SECTION 2 – SUPPLIES OR SERVICES AND PRICING See Attachment 1, Atch_01_Tab-8_PWS_EFMC_20250103.pdf for a detailed description of services required. A Pricing Schedule is incorporated as Attachment 2, Atch_02_Pricing Schedule.xlsx. Vendors shall complete the attachment in its entirety and return with any other documentation/data as required. SECTION 3 – SPECIFIC INFORMATION Inspection and Acceptance: Inspection and acceptance of deliverables will be performed by the Contracting Officer Representative (COR). Place and Period of Performance: Performance is required at Vandenberg SFB, CA 93437, with an estimated base period of performance 1 July 2025 to 30 June 2026, with two one-year options, and a six-month extension for use as neccessary. In accordance with 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows: Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items and is highlighted green in Atch_02_Pricing Schedule.xlsx. Technical Capability: The technical narrative shall be limited to 20 pages. The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Performance Work Statement.
