No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary measurement, quotes, bids, site visit, time or proposal cost incurred. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a Canister Water Softener System. Canister Water Softener System will include tank exchange service for food service establishments. The Breakers will receive 24-9” tanks delivered every 14 days. The Beachcomber will receive 24-9” tanks delivered every 14 days, and the contractor will handle all general maintenance and repairs to maintain the system. Note: The Government might require the Contractor to change the frequency for the delivery of canisters for the Beachcomber and Breakers’ facilities. Such changes will be executed via bilateral modification. The contractor is responsible for conducting business, between the hours of 0630-1900, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this contract. The work to be performed under this contract will be performed at Breakers building 13330, Oregon Ave, Vandenberg SFB, CA., and Beachcomber building 9190, Nevada Ave, Vandenberg SFB, CA.
