Request for Quote Number: FA4610-24-Q-0028 Project Title: Substation Maintenance *Amendment 0001 is to incorporate the Performance Work Statement (PWS) attachments 1-11 and to extend the solicitation due date to 4 November 2024 at 8:00 AM.* *Request for Information (RFI) is posted to solicitation attachments* This is a combined synopsis/solicitation for a Request for Quote (RFQ) for Substation Maintenance commercial services for Vandenberg Space Force Base (VSFB) prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. "Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 237130, Power and Communication Line and Related Structures Construction, with a size standard of $45 Million. This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12. Please see the attached SF 1449 solicitation document, Performance Work Statement (PWS) for contract line-items numbers (CLINs), quantities, units of measure, description of requirements, period of performance information, applicable clauses and provisions, and other information pertinent to this acquisition. Offerors are required to utilize the SF 1449 solicitation document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached SF 1449 RFQ (Supplies or Services and Prices/Cost section). In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award. Pre-Proposal Conference/Site Visit: In accordance with provision AFFARS 5352.215-9001, a single preproposal conference/site visit will be held at Vandenberg SFB, CA on 15 October 2024 at 8:00 A.M. PST. Offerors shall meet at the Vandenberg Visitors Center no later than 8:00 A.M. PST. All prospective offerors are highly encouraged to attend this conference/site visit. Prospective offerors will be responsible for transportation between sites. Prospective offerors are advised to wear Personal Protective Equipment (PPE) such as hardhats, reflective vests, safety glasses, etc. In addition, it is recommended that prospective offerors wear pants and closed toe flat shoes. Prospective offerors are limited to two representatives per firm for the site visit. Prospective offerors must submit the full names, date of birth and driver’s license numbers of the participants to the email addresses below no later than 9 October 2024 at 1:00 P.M. PST.
