This Request for Quote (RFQ) is for the repair and renovation to the 7 mile long 8-strand electrobraid wildlife deer exclusion fence surrounding the airfield at Vandenberg Space Force Base (VSFB). This RFQ is prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in this notice. This is a combination synopsis and solicitation. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 238210, “Electrical Contractors and Other Wiring Installation Contractors”, with a size standard of $19.0 million. Please see the attached SF 1449 solicitation document and Salient Characteristics for contract line item numbers (CLINs), quantities, units of measure, description of requirements, period of performance information, applicable clauses and provisions, and other information pertinent to this acquisition. Offerors are required to utilize the SF 1449 solicitation document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Site Visit: A site visit will be conducted on 29 August 2023 at 10:00 AM PDT. Submit the names (Last, First, Middle as it appears on their state drivers license) and company name of all attendees to Shelby Cordts at shelby.cordts@spaceforce.mil and Robert Bumpass at William.Bumpass.1@spaceforce.mil no later than 3:00 PM PST, 25 August 2023. Additionally, limit attendees to two people per company. Bidders/Offerors are requested to submit questions to point of contacts noted below not later than 30 August 2023, NLT 8:00 AM PDT. Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached SF1449 RFQ (Supplies or Services and Prices/Cost section). All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award.
