No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This is Request for Quote is for commercial services prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This procurement is being issued as a 100% Small Business Set-Aside under North American Industrial Classification Standard (NAICS) 541519, “Other computer related services” with a size standard of $30M. Please see the attached SF 1449 solicitation document, Statement of Work (SOW), for contract line item numbers (CLINs), quantities, units of measure, description of requirements, period of performance information, applicable clauses and provisions, technical volume, and other information pertinent to this acquisition. Offerors are required to utilize the SF 1449 solicitation document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached SF1449 RFQ (Supplies or Services and Prices/Cost section). All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award. Pre-Proposal Conference/Site Visit: In accordance with provision AFFARS 5352.215-9001, a single preproposal conference/site visit will be held at the 30th Communications Squadron Conference Room, Bldg. 12000, Vandenberg SFB, CA on 31 Aug 22 – 02 Sep 22. Please plan to attend all three days from 8:00AM PDT to 5:00PM PDT. All prospective offerors are highly encouraged to attend this conference/site visit and are advised that this will be held solely for the purpose of showing prospective contractors existing site conditions and equipment currently in place for the project and the specifications, terms, and conditions of this solicitation. Prospective offerors will be responsible for transportation between sites. Prospective offerors are advised that Personal Protective Equipment (PPE) to include hardhats, reflective vests, safety glasses and gloves, are required at some sites. In addition, it is recommended that prospective offerors wear pants and closed toe flat shoes for climbing ladders if necessary. Base Access: Please make sure you arrive with plenty of time to process through the gate and make it to the site visit location on time. Only two people per offeror may attend the site visit. We will need the Full Name (as it appears on your driver’s license), Driver’s License Number and Date of Birth for each attendee.
