This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 and DFARS DPN 20190215. This announcement constitutes the only solicitation notice; quotes are being requested in response to this notice. This combined synopsis/solicitation is issued as Request for Quote (RFQ) FA461019QA003. North American Industrial Classification Standard (NAICS) 611710 and Size Standard of $15M apply to this procurement. As a result of a query to the Department of Labor, no Wage Determination was issued for this contract. Therefore, in accordance with Title 29 C.F.R. Part 4, Section 4.6(d), the contractor is required to pay no less than the Federal minimum wage. The contract will be Firm Fixed Price (FFP) with the CLIN structure as reflected in the SF 1449 RFQ (Supplies or Services and Prices/Cost section) and Attachment 2, RFQ Pricing Spreadsheet. The period of performance will include a basic period from 01 May 2019 - 30 Apr 2020 and one (1) one-year option from 01 May 2020 - 30 Apr 2021. The option, if utilized, will be exercised at the unilateral right of the Government. Answers will be posted on or about 10 Apr 2019 at 12:00 PM PST. Telephone and other means of oral communication will not be permitted. Offerors must adhere to the 52.212-1 Addendum, Instructions to Offerors, found in the SF1449 RFQ document in the section entitled, "Instr., Conds., and Notices to Offerors." Offerors are advised to carefully review the FAR 52.212-2 Addendum, Evaluation, found in the SF1449 RFQ document in the section entitled, "Evaluation Factors for Award." Offers must be submitted in writing; oral offers will not be accepted.
