This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA460824QC044, is IAW FAR Parts 12 and 13, provisions and clauses in Federal Acquisition Circular (FAC) 2024-03, effective as of 23 February 2024 and IAW the United States Air Force (USAF) Carpet II mandatory-use program. This is a total set aside for small business and the associated North American Industry Classification System (NAICS) is 314110. The small business size standard is 1,500 employees. ***NOTICE TO OFFERORS*** Funds are presently available for this effort. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs. If funds are not available to fund the entire Contract Value, the Government reserves the right to re-evaluate quotes by unit price per item and issue an award on a SOME, NONE, or ALL basis for each individual item needed. Background The USAF Carpet II program is a two-tiered contract. Tier 1 refers to carpet manufacturers and Tier II is used to refer to carpet installers. Carpet installers shall purchase and install carpet from one of the awarded Tier I contractors. All terms and conditions, including the NTE pricing established in the Tier I contracts, shall be incorporated into all subsequent Tier II contracts. Tier II contractors (carpet installers or local dealers with installers) must contact Tier I contractors for material quotes and orders. CLIN 0001 – Carpet Cost (Tier I Manufacturer must be identified in quote) CLIN 0002 – Adhesive Cost CLIN 0003 – Installer Cost (including shipping) CLIN 0004 – Transition strips (color match) installations at door thresholds, and between old & new carpet *Option CLIN 0005 – Installation of Cove Base *Option CLIN 0006 – Old Cove Base removal and Installation of new Cove Base ***Please note, contractor mark-up/profit are not allowable on items purchased via Tier I contracts. Additionally, shipping information or cost does not apply at the Tier I level. The carpet shall be purchased by the installers and shipping costs shall be included in the overall installation pricing at the Tier II level. During the site visit, it was identified that one (1) room was not included in the original solicitation. This RFQ has been updated as of 01 May 2024 to include carpet installation of nineteen (19) rooms. Additionally, removal and installation of cove base and the installation of transition strips at carpet termination points was not included in the original solicitation. This RFQ has been updated to include the following additions: transition strips as CLIN 0004, Cove Base Installation as Option CLIN 0005, and Cove Base removal and installation as Option CLIN 0006. Site Visit A site visit will be held on Barksdale AFB at Building 6237-Hanger 13 (437 Lindbergh Road) on Tuesday April 23, 2024, at 10:00 AM Central Daylight Time (CDT). Offerors attending the site visit will meet at the front entrance of Building 6237. Once all attendees have arrived, the group will be escorted into the building. Site visit attendance is recommended; however, it is not mandatory. Please RSVP for this site visit no later than (NLT) 2:00 PM CDT on April 22, 2024.
