The 2d Contracting Squadron at Barksdale AFB, Bossier City LA will be soliciting for an Airfield Paving Indefinite Delivery Indefinite Quantity (IDIQ) contract. During the contract period, Base Civil Engineers will identify construction tasks and the Contracting Officer will negotiate and issue task orders. The required work to be expected under this contract are asphalt milling and overlays, runway rubber removal, airfield slab replacements, airfield markings, airfield joint sealing, airfield spall repair, and other related airfield pavement work. The IDIQ will have a minimum value of $2,000.00 and Not?to?Exceed value of $25,000,000.00 over a five year period (Base year plus four (4) option years). The applicable NAICS Code for this acquisition is 237310 and the Size Standard is $39,500,000.00. Special Requirement/Concerns: This contract will be a Firm?Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) type for construction efforts. The period of performance will be one (1) base?year followed by four (4) one?year option periods. The requirement is a competitive 100% total small business set?aside. In order to be eligible for a contract award, offerors must be registered in System for Award Management (SAM). Registration can be accomplished via the SAM website at https://sam.gov. A site visit will be held for this project. This information will be located in Block 10 of the RFP. The RFP will be posted on or around 4 January 2023, the RFP will close 43 calendar days after the RFP is released. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Recent and Relevant Past Performance will be based on previous Airfield work. The Government reserves the right to award a contract to other than the lowest priced offeror. Evaluation factors will be set forth in Sections L & M of the solicitation.
